The Role of Non-Governmental Organizations in the Development of Human Resources in the Kuwaiti Society: Obstacles and Mechanisms of Confrontation

Abstract

Due to the remarkable progress, fast international transitions and global competition in all parts of the society and its institutions, it became important to take care of the resources of each country and each institution, in order that it would be capable of confrontation in the light of a hard international competition. One of the most important resources that became inside the international competition, which shall be promoted to be capable of competition, is the human resources. The contemporary competition is no longer represented in the fields of goods and services and their types as they were before, but, it extended to the human resources as well. The human element is considered the most important one in the organization or institution, due to the fact that the success of institution depends on him and it reaches its objectives and realizes its significance through him, accordingly, the provision of the human resource and element represents the most important element in productivity.
With the growth of the economical, political and cultural institutions of globalization, it led to the decline of the role of the State in control and its inability to be familiar with all aspects of society. So that, the importance of actual role of the non-governmental organization appeared to confront the outcomes of globalization, attempt to solve the problems resulting thereof, and develop the society in consistency with the current international circumstances.
Loss of most countries of their credibility and legitimacy, withdrawal of the States from some tasks, and opening the field for confirming the unrestrained values of market led to appearance of the non-governmental organizations with a peerless form. So that, it led to an increase of human suffering, environmental deterioration, fast technological change, increase of structural unemployment, and increase of the numbers of organizations.
With the maximization of the role of non-governmental organizations, their role, as a partner in the development process, became important to some extent. The organizations had become a partner in decision-making and developmental planning with the State, side by side, due to the fact that the State had became unable to stand before the challenges of development alone, and at present time, it needs to enforce the role of civil community institutions operating in the field of development in general, and human development in particular.
