The Role of Human Development Programs in the Saudi Labor Localization in Production Lines : A Field Study in Jeddah

Abstract

Human resource development programs occupies privileged position in the priorities of the development plans and programs، where manpower is the backbone of any successful economy. Despite the intensity of the programs and plans that seek to Saudization ، but the problems still exist in terms of the required Saudization rates and replacement operations، where indicates a decline in the contribution of national employment in economic activity، especially at the level of the private sector. In this context، is to focus on the importance of policies ، programs and plans and reconsider the appropriate means training for the development of skills and abilities required to gain access to the best ways to substitution of Saudi labor expats. The current study sought to identify the role of human development programs in the resettlement of Saudi labor in the production lines، and through a series of sub-goals and questions that sponsored the study. The study is one of the analytical descriptive studies that rely on social survey of a sample of the labor categories of production lines، as well as experts and specialists in human resources management in Jeddah Chamber of Commerce ، based on some research tools ، including the questionnaire، as well as interviews and semi- inhaler inhalers. The study concluded a set of results came from the most important: the importance of training to qualify Saudi youth to work، failure to get most of the holders of secondary school certificate on any training courses before or during the Joining in the production lines، in addition to the presence of many obstacles facing the resettlement of Saudi labor in the lines production in the private sector.
