Abstract

Praise be to Allah and peace and blessings upon His Prophet.
The covenant and the pledge to listen to and obey the ruler in permissible deeds is the approach of the virtuous forerunners. It is comprehensive including all the members of the nation in all times, provided that the ruler observes the religion of Allah and rules as ordained by Allah refrains from enjoining committing of sins.
It is out of question that the ruler is in charge of all the affairs of the state. Without the ruler the nation affairs cannot be organized. It is he who establishes justice, spreads equity, extends security and offer his subjects the happy life that they desire.
Significance of the Topic

Indicate that paying allegiance to the ruler and observing obedience to him in permissible deeds, is a matter that is settled by Islamic law and confirmed by the texts of Quran and Sunnah. Paying allegiance to the ruler is one of the basic principles of Islam, and one of the landmarks of the creed, and the approach observed by the Sunnah, which the nation has to comply with and abide by, as it is a contractual principle and a legal duty.
Indicate that religion strengthens with obedience of the ruler, and the rule reigns with the observation of the religion, while the different whims are reconciled by the rule and with its dread the miscreant hands are deterred.
Instill the concept of obedience of the ruler in permissible deeds in the hearts of the members of the nations.

Preamble: The Preamble defines the words of the title as well as discusses four topics, namely: definitions of obedience, ruler, duty and sinning.
The chapters are entitled as follows: Chapter One: Various Forms of the Rule; Chapter Two:  Evidence and Connotations of the Rule; Chapter Three: Limits of Obedience; Chapter Four: Rights of the Ruler; Chapter Five: Jurisprudence Applications.
