Human Resources Economy According to Geographical Regions in Kuwait: Expenditure Indicators and Returns (An Empirical Study)

Abstract

This study examines the actual relation between expenditure related to human resources development and the actual developmental returns on the Kuwaiti population. It also examines the concept, effects and reflections of human resources on the individual and social groups. In addition, it defines the theories that help understanding the relation between expenditure and developmental returns, in accordance with, the international human resources development so as to locate the Kuwaiti position. One of the most important objectives is deducing an evaluation perspective to examine the feasibility of the Kuwaiti government expenditure in relation to the average individual income in order to improve the educational outputs and to improve the health of the Kuwaiti citizens.
To achieve these objectives, this study is divided into three parts. The first part defines the basic features of the research and examines theories and practices, as well as, defining the used terminology. The second part deals with the theoretical frame, in addition to, specific facts that should be put into consideration while analyzing the relationship between expenditure indicators and developmental returns in Arab societies at large and the Kuwaiti' in particular.The study includes, also, an expository detailed analysis of the components of human resources, and define theories that will help examining the research problem. Among these theories are the following: human capital theory, modern school, and exchange approach to help clarify  the relation between cost and returns, as well as, expenditure and returns hidden within the geographical Kuwait' regions.
The third part of this thesis focuses on the Kuwaiti' situation in details which consequently leads to several conclusions. Among these conclusions some which are related to income indicators, education, health and gender distinction. It also concluded that there is a gap between Kuwaiti' government expenditure in order to achieve human resources and developmental returns in relation to income, education, health and gender distinction. One of the conclusion also locates the position of Kuwait among regional and international development reports which indicates a clear fluctuation moving up and down, consequently, leading to the following question. Why is Kuwait not able to reach an ideal lasting human development, though the higher governmental expenditure  aiming to achieve this goal?

To answer this question, this research proposes different ways to bridge the gap between expenditure and returns through a geographical perspective. This will help reaching different educational samples to help create a new generation able to adapt with changes and life crises. The second way is to activate the values of money saving and investment among the individual and social groups in Kuwait. The third way is the ability to bridge the current gap related to  the distribution of health services and utilities putting into consideration the relation between the number of these health centers, utilities and environmental development, on the one hand, and the number of population in different Kuwaiti regions, on the other. Add to this, the activation of women role in the fields of work and production.
