The Attitudes of Jordanian Judges and Lawyers Toward the Cybercrime Law No. 17 of 2023 and Its Role in Reducing Crime

Abstract

This study aimed primarily to explore the attitudes of judges and lawyers in Jordan towards Cybercrime Law No. 17 of 2023 by examining their views on the effectiveness of its provisions in combating cybercrimes and curbing their spread.
The study employed a descriptive-analytical approach using a social survey method with a sample. The study sample consisted of 379 judges and lawyers, representing 5.05% of the total population. A questionnaire was specifically developed to collect field data, based on previous related studies. The data were analyzed statistically using SPSS version 24.
The results indicated that the attitudes of judges and lawyers towards Cybercrime Law No. 17 of 2023 were generally positive and at a high level. This finding reflects satisfaction with the law and belief in its ability to achieve justice and public deterrence. The study also found that judges' and lawyers' attitudes towards the law's role in reducing cybercrimes were at a moderate level. The results show that the law is an effective deterrent tool for many cybercrimes, such as financial fraud and cyber extortion. Furthermore, the law has contributed significantly to reducing the most common cybercrimes in Jordan, such as defamation, extortion, and financial fraud. Based on the study's results, several recommendations were formulated, including updating the provisions of Cybercrime Law No. 17 of 2023 to cover new crimes, such as deepfakes and the use of artificial intelligence in illegal activities, ensuring a rapid response to technological advancements.
