Abstract

Political transformations represent a watershed point in countries and regimes because of their clear impact on changing the form of government or the political belief that is reflected in all institutions in the country. As one of the levers of rulers’ control over power and confronting enemies at home and abroad, these were the strategies of the rulers of Iran since the establishment of the Safavid and Qajar eras and the first and second Pahlavi eras, which resulted in the establishment of military governments and the retreat from the idea of civil and democratic governments.
