Electronic governance system and implementation challenges in Iraqi local governments

Abstract

The idea of local government is based on the fact that local bodies enjoy broad powers through the exercise of their tasks that they perform under the sovereignty of the state according to what is stipulated in the laws in force, which accompanied the emergence and implementation of the decentralized system in Iraq after 2003, which began since the writing of the effective constitution of 2005 and the provincial law. No. 21 of 2008 and with the continuation of technological developments and the digital revolution, it has become imperative for the contemporary state to adopt those special technologies for communication and information in developing its information and for the purpose of providing public service to the local population. Local institutions have worked on implementing the e-government system project, which is represented in changing the pattern The method of dealing and interaction of all institutions of all kinds in providing government services to citizens The electronic or digital government project is a huge project that aims to re-create the government, its institutions and departments by taking modern and innovative measures to perform business by adapting technology and harnessing it in the implementation of government procedures, which makes quality and excellence the motto of the new e-government and transforms it into an economic and technological institution that competes with the private sector in the forefront.
