Abstract

Negotiation is a social phenomenon before it has any other meaning that arose with the emergence of man and developed with the development of the nature and means of his life. The methods and arts of negotiation have evolved over time until they have become among the most important means of implementing the goals of foreign policy and achieving the interests of states, especially after the development of international organization and the establishment of nation states and the characterization of the international political system with the character of conflict and cooperation and the development of means of communication and communication in conjunction with the development of means of killing and destruction that threaten the sex The human race will perish if the person fails to find alternative options for conflict and wars, or to reduce their role. Hence, the importance of negotiation as a means of confronting and overcoming these threats appeared and multiplied by employing logical arts in the interaction between the different parties.
Proceeding from the importance of negotiation, especially in the period of the Cold War and the accompanying intense conflict that exposed the competing countries to the possibility of a comprehensive clash, the countries, organizations, multinational companies and various institutions focused on forming negotiating teams to manage conflict and cooperation files and achieve the interests and objectives of these parties، As far as the topic of research is concerned, countries in the world today have become more interested in negotiating based on the nature of the transformations that the world has witnessed, which have made military force and wars difficult and not preferred except in the narrowest limits, and understandings, cooperation and negotiation is more easy and beneficial. Therefore, the foreign policy was interested in negotiating in a remarkable way among other means of implementing the objectives of the foreign policy, including implementing the goal of energy security to minimize costs, maximize returns.
