For specialists to benefit effectively and quickly from community cooperation measures in the areas of community protection from the threat of terrorism and criminal offences, such as helping to understand the causes and motives of the phenomenon and criminal act, areas of exchange and legal assistance, and to provide them with practical advice on the issues that may stand in their way and what stands before them. Among the obstacles, perhaps foremost among them is the lack of understanding of the nature of crime and terrorist act.
