Diwans of “Al Nazar” and “Al Tahaqiq” and their Effect On the Financial System in the Ayyubid period (567-648 AH / 1171-1250 AD)

Abstract

This research is concerned with the study of the two most prominent Diwans in the Ayyubid period: The Diwans of "Al Nazar" and "Al Tahqiq", in terms of introducing them, examining their origin and development, examining their most important specializations and tasks, the most prominent administrative staff working in each of them, studying the relationship between them and other Diwans, and their impact on the financial system in the Ayyubid state. These two diwans had a major role in controlling the state’s financial resources and expenditures, which ultimately led to providing the necessary financial requirements for the Ayyubid army and fleet at a critical period in the history of the Islamic-Crusader conflict in the East. As soon as they neglected these two Diwans in some periods of the Ayyubid state, such as the period of Sultan Al-A’dil II (635-637 AH / 1238-1240 AD), the weakness of the entire Ayyubid financial system appeared, which prompted Al-Salih Najm Al-Din Ayyub to make various attempts to reform it.
