Abstract

The drug problem is one of the most important negative phenomena in contemporary social life due to the human loss it represents, in addition to its material cost. It is known that Iraq faced difficult conditions that lasted for many decades and rose in recent years with the growing challenges faced by Iraqi society after 2014, and ISIS’s occupation of a number of areas, coinciding with a remarkable rise in the levels of drug spread in the southern governorates, which is a major threat to security. Humanity, the efficiency of institutional performance and the cohesion of the social fabric, all of this formed a suitable environment for deviant behavior and crime of all kinds.
The exacerbation of this phenomenon makes calls urgent to build national programs that put the state and society in front of fateful choices, after its spread created a continuous breeding of problems and a lack of social will and tools for its empowerment, which left grave effects on the Iraqi body threatening the opportunities for empowerment and development and opportunities to improve indicators of well-being.
