A proposed strategy for converting Saudi public universities into non-profit universities

Abstract

Research problem:
The problem of research revolves around the impact of political crises in the region on the trade of Kuwait ports, both positively and negatively. One of the most important of these crises was the Iraqi invasion of Kuwait or the so-called Second Gulf War, a study that did not receive much attention from researchers and scholars, hence the problem of the study.
Study plan:
The study is divided into:
1- Addressing the differences between Iraq and Kuwait over the borders that triggered political crises that affected the Kuwaiti port trade.
2- The impact of the second Gulf War on Kuwait's maritime trade.
3- A conclusion that presents the most important research findings.
Approach:
The study will be based on the historical historical approach with its various tools of description, analysis and criticism according to the research clauses and the availability of scientific material.

The study started from the belief that public universities have become the most important and largest role in finding sustainable sources of funding, to advance their functions and reach global competitions.
 Which necessitates the necessity of the administrative and organizational  change that is compatible with its transformation from governmental universities to non-profit universities, so that it can overcome the challenges of transformation that may pass in the most important transitional stage, as government universities whose budget was complete by the state and endowments and donations do not exceed 5% of its budget, It will have to bear its full expenses in order to provide itself with sources of income that support its budget, because the state will only support after the transformation according to performance. It will not be as strong and financially strong as it has been in past years. The study proposed a strategy to overcome the expected challenges by defining terms related to transformation, non-profit universities, and defining the strategy, and the most important pillars on which it is based, up to its strategic planning, by defining its philosophy, mission, and vision, general and detailed goals. Then the study concluded with the implementation mechanisms, the calendar, and the implementing agencies.
