لماذا و ماذا عن تمکين النساء ؟
          إعترفت عقود التنمية الأربعة بدور المرأة فى التنمية ، و تطور هذا الإعتراف من عقد إلى آخر . ففى العقد الأول 1960 / 1970 تم الإعتراف بدور المرأة ولکن کفئة منفصلة ، وفى الأثناء ظهرت حرکات اجتماعية نسائية دعمتها الکثير من المؤتمرات تدعوا إلى مزيد من إدماج المرأة فى التنمية .
     ومما سبق فإن مشکلة البحث تکمن فى إهمال الجانب البشرى وخاصة من الجانب النسائى لعملية التنمية کمورد فى خدمة الاقتصاد والإنتاج مما يؤدى إلى سوء المستوى المعيشى وزيادة نسبة البطالة بين الشباب ( ذکور – إناث ) فى المجتمع الواحاتى ، وأن النمو الاقتصادى وسياسات الاصلاح إذا لم تؤخذ فى حساباتها المرأة کإنسان و کعنصر هام من عناصر التنمية , فلم تکن هناک إرادة واضحة لدعم أشد قطاعات السکان فقراً وذلک من خلال الدور الذى تلعبه کل مؤسسات المجتمع المدنى فى قطاعات المجتمع المصرى فى إتاحة الفرصة لتمکين ومشارکة المرأة بشکل فعال وإشتراکها فى صنع القرار بإعتبارها تشکل أکثر من نصف المجتمع .

Why and what about women?
The four development decades recognized the role of women in development, and this recognition changed from a decade to another. In the first decade 1960/1970 witnessed the recognition of the role of women, but as a separate category, and in the meantime women's social movements emerged, supported by many conferences to further the integration of women in development
From the above, the problem lies in ignoring the human side especially of the female in the development process as a resource in the service of the economy and production, leading to poor living standards and increase the unemployment rate among young people (male-female) as in Alwahati, community. The economic development and reform policies do not take into account the woman as a human being and as an important element of development. There was no clear will to support the poorest sectors of the population through the role played by civil society organizations in all sectors of Egyptian society. The opportunity for empowerment and participation of women and their participation in decision-making as constituting more than half of the community.
