نظراً للتقدم الملحوظ والتحولات العالمية السريعة والمنافسة العالمية في جميع أجزاء المجتمع ومؤسساتة ، فقد بات من الأهمية الأهتمام بموارد کل بلد وکل مؤسسة حتي تستطيع المواجهة في ظل منافسة عالمية قاسية ، ومن أهم الموارد التي أصبحت داخل المنافسة العالمية ، والتي ينبغي الأرتقاء بها حتي تستطيع المنافسة هي الموارد البشرية . فالمنافسة المعاصرة لم تعد تتمثل في مجالي السلع والخدمات وانواعها کما کانت من قبل ، إنما أمتدت الي الموارد البشرية أيضاً ويعتبر العنصر البشري اهم عنصر في المنظمة أو المؤسسة ، والذي يعتمد علية النجاح المؤسسة ووصولها الي اهدافها وتحقيق مغزاها ، ومن ثم فإن توافر العنصر والمورد البشري يمثل عنصر في الأنتاجية .
ومع تنامي مؤسسات العولمة الأقتصادية والسياسية والثقافية أدي ذلک الي تراجع دور الدولة في السيطرة وعدم قدرتها علي الالمام بجميع نواحي المجتمع .ولذلک ظهر أهمية الدور الفعلي للمنظمات غير الحکومية للتصدي لنتائج العولمة ، ومحاولة حل المشاکل الناتجة عنها وتطوير المجتمع بما يتلاءم مع الظروف العالمية الراهنة .
إن فقدان معظم الدول مصداقيتها وشرعيتها ، وانسحاب الدول من بعض المهام وفتح المجال لتاکيد قيم السوق الجامحة ، أدي الي ظهور المنظمات غير الحکومية بصورة لم يسبق لها مثيل ، فقد ادي ذلک الي المعاناه الأنسانية والتدهور البيئي والتغير التکنولوجي السريع وزيادة معدلات البطالة الهيکيلية وزيادة أعداد المنظمات .
ومع تعاظم دور المنظمات غير الحکومية ، فقد أصبح دورها کشريک في عملية التنمية مهما الي حد کبير .فلقد أصبحت المنظمات شريکاً في صنع القرار والتخطيط التنموي مع الدولة جنباً الي جنب ، حيث أن الدولة قد أصبحت غير قادرة علي أن تقف أمام تحديات التنمية بمفردها ، وتحتاج في الوقت الراهن الي تفعيل دور مؤسسات المجتمع المدني العاملة في مجال التنمية بصورة عامة ، والتنمية البشرية بخاصة .

Due to the remarkable progress, fast international transitions and global competition in all parts of the society and its institutions, it became important to take care of the resources of each country and each institution, in order that it would be capable of confrontation in the light of a hard international competition. One of the most important resources that became inside the international competition, which shall be promoted to be capable of competition, is the human resources. The contemporary competition is no longer represented in the fields of goods and services and their types as they were before, but, it extended to the human resources as well. The human element is considered the most important one in the organization or institution, due to the fact that the success of institution depends on him and it reaches its objectives and realizes its significance through him, accordingly, the provision of the human resource and element represents the most important element in productivity.
With the growth of the economical, political and cultural institutions of globalization, it led to the decline of the role of the State in control and its inability to be familiar with all aspects of society. So that, the importance of actual role of the non-governmental organization appeared to confront the outcomes of globalization, attempt to solve the problems resulting thereof, and develop the society in consistency with the current international circumstances.
Loss of most countries of their credibility and legitimacy, withdrawal of the States from some tasks, and opening the field for confirming the unrestrained values of market led to appearance of the non-governmental organizations with a peerless form. So that, it led to an increase of human suffering, environmental deterioration, fast technological change, increase of structural unemployment, and increase of the numbers of organizations.
With the maximization of the role of non-governmental organizations, their role, as a partner in the development process, became important to some extent. The organizations had become a partner in decision-making and developmental planning with the State, side by side, due to the fact that the State had became unable to stand before the challenges of development alone, and at present time, it needs to enforce the role of civil community institutions operating in the field of development in general, and human development in particular.
