The problem of the study appears in recognizing the role of Non-Governmental Organizations in upgrading squatter areas, in the light of growing squatter areas nationally and globally, and with the growth of globalization which increase the gape between the rich and the poor, and the light of increased and consistent claims to decrease the role of the government in development, and to rely on private sector and non-governmental sector in triplet partnership, Non-Governmental Organization was increased become more concerned in its role in development.
In the light of this, the idea of this study was emerged, to identify whether Non-Governmental Organizations were able to fulfill the upgrading process in squatter areas or not, and the achievements they have in that field, and those hindrances which being in its way.
This study belongs to the descriptive studies depending on the sample social survey, and case study of famous slum in Tanta City – Algharbia  Governorate – Egypt.
The study has concluded some results including: the lack of satisfaction of most sample correspondents about their area and describing it as a slum because of bad physical, social conditions of residents. And to assure the importance of the development of the squatter areas, avoid demolition and to concentrate on the central role of the government and not to concentrate on the private sector because it is profitable one, most of correspondents referred to basic role of Non-Governmental Organizations as a charity and financial aids to poor and needy people, and they are away from their required developmental role.
