دور النخب السياسية في التحول الديمقراطي (انماط ونماذج)

يقوم البحث على دراسة وتحليل دور النخب السياسية بشقيها (الحاکمة والمعارضة) في عملية التحول الديمقراطي ، والمقارنة بين عدد من أنماط الأنتقال ومسار التحول عن طريق دراسة وتحليل انموذج لکل نمط , وقد تبنت الدراسة ما جاء به (صاموئيل هانجتون) من تصنيف ثلاثي للتحول ، وتمت دراسة التحول الديمقراطي في اسبانيا کأنموذج  للنمط الاول التحول من الاعلى وهو (التحول Transformation ) , ودراسة التحول في کوريا الجنوبية انموذجاً للنمط الثاني الذي يکون فيه التحول بضغط من المعارضة والجماهير وهو (الاحلال Replacement) , ودراسة بولندا کانموذج للنمط الثالث الذي يتم عن طريق التفاوض بين النظام الحاکم والمعارضة، وهو (التحول الاحلالي Transplacement)، واختتم البحث بان نمط الانتقال وطبيعة التوازن بين نخبة الحکم والمعارضة فضلاً عن البنية الحزبية عوامل ذا تأثير على التحول الديمقراطي ، فقد توصل البحث من خلال المقارنة بين انماط الانتقال الثلاثة و بين مستويات التحول الديمقراطي في النماذج الثلاثة , أن نمط الانتقال المسمى ب (التحول) والمتمثل في تجربة اسبانيا قد حقق المستوى الافضل في التحول الديمقراطي بالمقارنة مع نظرائه , يليه بالمستوى الثاني النمط المسمى ب (الاحلال) والمتمثل في تجربة کوريا الجنوبية , ليأتي في المرتبة الاخيرة النمط المسمى ب (التحول الاحلالي) و المتمثل في تجربة بولندا .

The study investigates and analyzes the role of political elites in the democratic transition process and compares a number of patterns of transition and the path of transformation by studying and analyzing a model for each pattern. The study adopted Samuel Huntington's The study of democratic transformation in Spain as a model of the first pattern of transformation from the top is Transformation, and the study of the transformation in South Korea is a model of the second pattern in which the shift is under the pressure of the opposition and the masses is substitution, and the study of Poland as a model of the third type, Allen The research concluded that the pattern of transition and the nature of the balance between the ruling elite and the opposition, as well as the structure of the party, were factors influencing democratic transformation. The research concluded by comparing the three modes of transition and the levels of democratization in the models The transition pattern, the Spanish experience, achieved the best level of democratization compared with its counterparts, followed by the second type of substitution (South Korea), followed by the Clala l) and the experience of Poland
