This research aims to study and analyze the Ottoman administrative policy in the Balkans during the 19th century, a period marked by significant political and administrative challenges for the Ottoman Empire. The Balkans held strategic importance within the empire's borders, and with the rise of nationalist movements and pressures from European powers, managing the region became a complex challenge that required rethinking policies and administrative reforms. The study examines how Ottoman policies impacted the political and social stability of the region and explores the factors that either hindered or facilitated the achievement of these policies' objectives. The research includes:
First: Theoretical Framework and Previous Studies – The study employs a historical-analytical method and reviews previous studies on Ottoman administrative reforms in the Balkans, with a focus on the Tanzimat reforms.
Second: Historical and Political Context – This section addresses the historical background of the Balkans under Ottoman rule and the geographical and social challenges faced by the empire.
Third: Ottoman Reforms and Tanzimat – The research reviews the reforms initiated in 1839, analyzing legal and administrative changes aimed at modernizing governance.
Fourth: Ottoman Administrative Policy – The study discusses the centralization and decentralization tendencies in Ottoman administration and the role of local governors in the Balkans.
Fifth: Challenges to Policies – This section examines the obstacles faced by Ottoman policies, such as nationalist movements, foreign intervention, and economic crises.
