Educational services are an effective tool of cultural and social research and their role in the development of culture and its development in defining the general features of society. Therefore, planning in educational services is a necessity that is imperative social and economic conditions in which the Arab society in general and the Iraqi society in particular. The importance of this study is to identify the reality of the secondary education services in the municipality of Rasheed and determine how to distribute them and their adequacy in providing the necessary service to the population at the level of residential neighborhoods in the municipality. Al-Rashid Municipality suffers from a large imbalance in the size and distribution of educational services at the level of secondary education provided to the population in general, and this deficiency is due to weak planning visions and the absence of future plans that take into consideration the size of the city's population.
