The study aimed to find out the extent of the application of quality in educational hospitals in Baghdad libraries specifications depending on the quality of the World Federation of Library Associations, IFLA standards, has been used the survey method for hospitals education in Baghdad atAl-Rusafa and fourteen hospitals numbered and collected data through observation and interviews with workers and recorded in the examination form included seven criteria as well as the ramifications which include :users , organization, building, staffing, budget, resources, and finally services. In general, the study found a decline in the quality of the libraries as below :
1.The categories ofusers of libraries were limited to doctors and their colleagues who were specialists in the health sciences, and no libraries provided services to patients
2.The library building occupied a central location mostly, but access to it requires climbing to the upper floors and there were no signs of easy access.
3.Very weak in the provision of traditional or electronic services and there was no presence of the Internet in only two libraries.
The researcher presented a number of proposals to improve the current reality and apply the recommended quality standards globally, including some of them:
1.The Library and those responsible for its policies shall provide services to patients as part of their duty to contribute to their healing and health awareness.
2. Increase the number of working staff of the specialists in librariesscience.
3. Provide part of the budget to the library in order to continue to do its work and provide better services.
